Construction Dumpster Rental across Lackawanna County
A job site does not make one kind of waste. Demolition comes out heavy - concrete, brick, tile, roofing - then framing and drywall come out light and bulky, then the finish phase is packaging and offcuts. We size each phase on its own: a 10 for small remodels, tight spaces and heavy debris, a 15 for kitchen or bathroom renovations and roofing jobs, a 20 for medium construction projects and renovations, a 30 for multi-room remodels and framing debris, and a 40 for large construction, demolition and commercial sites. Most contractors here choose a 20 for standard renovations and a 30 or 40 for larger construction and demolition, and we can schedule swap-outs for long-term projects.
Building debris is where the public pickups stop. The public options are built for household trash, not a job's debris. Scranton's DPW says it picks up household garbage first and larger items "if we have room in the truck", and we found no City drop-off for construction or bulk waste. Dunmore's DPW does not pick up construction debris and its 2026 calendar says clean-outs will not be accepted; Old Forge's curbside service does not take construction material; Dickson City's schedule says no construction materials, and its spring cleanup is one pickup per house; and Mayfield's garbage contract leaves out construction and demolition waste. The Scranton permit guide covers the street questions.

Demolition, framing, roofing and finish
Our construction dumpsters take lumber, plywood and drywall; roofing shingles and metal sheets; concrete, asphalt, brick and stone within the weight limit; pallets, packaging and cardboard; flooring, tile and carpet; and scrap metal and fixtures. New home construction, renovations and remodels, demolition, commercial construction, roofing and siding jobs, and landscaping and excavation cleanup all have a size.
Demolition is a state matter before it is a dumpster matter. Pennsylvania counts construction and demolition waste - "wood, plaster, metals, asphaltic substances, bricks, block and unsegregated concrete" - as solid waste (25 Pa. Code § 271.1). Pennsylvania's DEP enforces the federal asbestos NESHAP rules, and when a project falls under them "a minimum ten-working-day notification of the project is required to be made to DEP"; DEP adds that it "does not regulate the removal of ACM from private residences unless the residence is an apartment with five or more units". The Department of Labor and Industry separately requires "at least a five-day notification of any project abating friable asbestos material of more than 3 square or 3 linear feet", done by a certified contractor. Asbestos never goes in our roll-offs. Wet paint, fuel, solvents and hazardous materials never go in our roll-offs, and we ask what the building is before we quote a demo job.
Job-site placement across the Scranton area
On a private lot we place where the driver can reach it and the crew can load it, on flat, stable ground with about 60 feet of clear space for the truck and at least 25 feet of overhead clearance, and we coordinate placement with your site before the truck goes out. In Archbald, a contractor has to show a dumpster receipt and a written disposal plan before the Borough issues a building permit, with the dumpster clearly marked and placed so it is no hazard to traffic (§ 408-21). On a Scranton street, City Code § 400-17 requires a City permit for any roll-off placed on a street or highway; the container needs a flashing light and proper reflectors, and it may stay in the right-of-way for one day only unless the permit holder hires an off-duty police officer to keep traffic moving safely. So the driveway comes first, and for a street spot we arrange the City's street permit or check the rules with you before booking. Pennsylvania's State Highway Law says no one may "open the surface of or occupy a State highway without a permit" (§ 420(b)(2)), and PennDOT handles anything within state highway right-of-way through its highway occupancy permits, so a container never goes in the right-of-way of I-81, I-476, US-6, US-11, PA-307, PA-347 or any other state route. On the road, Pennsylvania law says every load of loose waste or rubbish travels "in a vehicle with four solid sides and with a cover or top of a type to prevent any of the load from escaping", and "The load shall be no higher than the solid sides of the vehicle" (75 Pa.C.S. § 4903(c.1)).

Construction dumpster rental - the local specifics
Archbald writes construction dumpsters into its code: a contractor must produce a receipt for a dumpster and a signed disposal plan before the Borough issues a building or occupancy permit (§ 408-21), and every temporary dumpster there needs a Borough permit, even on private property (§ 325-3L). Jermyn now asks the same of every temporary dumpster (Ord. 12 of 2026 § 3(R)). Dunmore's DPW does not pick up construction debris, Old Forge's curbside service does not take construction material, and Mayfield's garbage contract leaves construction and demolition waste out. Who may haul from the site depends on the place: In Scranton, City Code § 400-16 requires any hauler that collects municipal or residual waste inside City limits to hold a yearly City licence, with a City licence sticker shown on every truck it lists, and says roll-off containers carrying waste must be tightly tarped or covered the whole way. Four boroughs have rules that come first. Archbald's code gives the hauler the Borough designates the exclusive right to collect and haul refuse (§ 408-13), although the Borough's own page says businesses hire their own hauler, and every temporary dumpster there needs a Borough permit, even on private property (§ 325-3L). Jermyn's refuse ordinance gives its designated collector the same exclusive right (Ord. 08-2024 § 5), and since 2026 every temporary dumpster there needs a Borough permit too, even on private property (Ord. 12 of 2026 § 3(R)). Dalton's code says only the Borough or its designated subcontractor may transport solid waste through its streets (§ 290-7). Dickson City reserves household refuse to the Borough (Ord. 9-2011 § 9), though its definition of refuse leaves out construction and demolition debris, so a household clean-out is the grey area. In all four we check the Borough's rules before booking. Every town page gives the section.

Not covered here? Call (570) 354-0618 and ask.
Do you do swap-outs?
Yes. Once the container is full we remove it and bring an empty one, and long-term construction projects can set up scheduled swap-outs from the start.
Can I mix concrete with other debris?
Concrete, brick and soil are heavy, so they go in a 10 or 15 yard and within the weight limit. A smaller box for the rubble alongside a bigger one for the rest is usually the more cost-effective plan. Talk to us about heavy material before you load.
Can you deliver to a site with no address yet?
Give us the nearest cross streets and a site contact, and we coordinate placement and access with your site before the truck goes out.
Do I need a permit for a container on a job site?
On the lot itself, Archbald and Jermyn need a Borough permit for every temporary dumpster, and Archbald wants a dumpster receipt before it issues a building permit (§ 408-21). On a Scranton street, City Code § 400-17 requires a City permit, a flashing light and reflectors, and limits the stay to one day unless an off-duty officer is hired. Demolition brings DEP notice rules for asbestos. We flag all of it when you book.
Who is allowed to haul construction debris in my town?
Pennsylvania requires waste trucks over 17,000 lbs hauling to a Pennsylvania facility to carry a DEP Waste Transporter Authorization (Act 90). Scranton adds a yearly City hauler licence (City Code § 400-16) and Old Forge a Borough licence (§ 290-4C). Archbald, Jermyn and Dalton give the Borough or its designee exclusive hauling rights on paper, and Dickson City reserves household refuse to the Borough, so in those four we check the Borough's rules before booking.
