Commercial Dumpster Rental across Lackawanna County
Commercial customers have a different problem from homeowners: the job runs on a schedule, with staff, tenants or customers working around it, and the container has to be there and gone when planned. Retail stores with renovations and inventory removal, offices with remodels and cleanouts, restaurants with kitchen upgrades, property managers with tenant turnovers, apartment cleanouts and foreclosures, warehouses with bulk materials, and contractors on roofing, remodeling and new construction - daily, weekly and ongoing rentals are available for all of them.
One thing to know up front: in Scranton the City collects residential refuse, and businesses - and buildings with six or more units - have to use a private licensed hauler (City Code § 400-11). In Scranton, City Code § 400-16 requires any hauler that collects municipal or residual waste inside City limits to hold a yearly City licence, with a City licence sticker shown on every truck it lists, and says roll-off containers carrying waste must be tightly tarped or covered the whole way. Pennsylvania's Waste Transportation Safety Act (Act 90 of 2002) requires waste transportation vehicles - trucks with a registered gross vehicle weight over 17,000 lbs - hauling municipal or residual waste to Pennsylvania processing or disposal facilities to carry a valid DEP Waste Transporter Authorization, with authorization stickers on the truck (27 Pa.C.S. § 6204), and no facility may accept waste from a truck "without a current authorization sticker" (§ 6206(a)). The same act says "no county and no municipality may implement a municipal waste or residual waste transportation authorization or licensing program" after it took effect in 2002 (§ 6203(c)). Local collection and street rules are set place by place, and each town page states them.

Offices, retail, restaurants and property turnovers
An office remodel or cleanout, a retail renovation or seasonal cleanout, a restaurant kitchen upgrade, a warehouse cleanout, apartment turnovers for a property manager, a foreclosure cleanout before a listing - these jobs make bulky debris in volume. Small retail cleanouts and office remodels fit a 10, light construction and store renovations a 15, roofing projects and mid-size job sites a 20, warehouse cleanouts and multi-unit properties a 30, and large commercial construction and demolition a 40. Many contractors and property managers prefer the 20 or 30.
Two things matter more to a business than to a homeowner. First, what goes in: wood, drywall and construction debris, roofing materials, packaging, cardboard and plastics, office furniture and fixtures, pallets and scrap metal, and concrete, brick and soil within weight limits in a 10 or 15 - but not chemicals, hazardous materials, liquid paint, fuels, batteries or medical waste. Second, the local rules, set out above and below. We are licensed & insured; ask when you book if your property manager or landlord needs proof of insurance.
Placement on commercial property
At a loading area, on a private lot or on a job site our drivers place the dumpster where the truck can reach it and the crews can load it, with about 60 feet of clear space, at least 25 feet of overhead clearance and flat, stable ground. On a Scranton street, City Code § 400-17 requires a City permit for any roll-off placed on a street or highway; the container needs a flashing light and proper reflectors, and it may stay in the right-of-way for one day only unless the permit holder hires an off-duty police officer to keep traffic moving safely. So the driveway comes first, and for a street spot we arrange the City's street permit or check the rules with you before booking. Moosic bars emptying dumpsters between 11 p.m. and 7 a.m. (Code § 137-5), Blakely's noise ordinance covers handling containers between 9 p.m. and 7 a.m. in a way that disturbs a residential district (Ord. 8 of 2023), and Scranton's zoning noise rule sets a lower limit "10:00 p.m. to 7:00 a.m., including Sundays and legal holidays" (Zoning Ordinance § 5.9.A.1). Pennsylvania's State Highway Law says no one may "open the surface of or occupy a State highway without a permit" (§ 420(b)(2)), and PennDOT handles anything within state highway right-of-way through its highway occupancy permits, so a container never goes in the right-of-way of I-81, I-476, US-6, US-11, PA-307, PA-347 or any other state route. We build all of that into the delivery plan.

Commercial dumpster rental - the local specifics
Commercial waste is where the local rules matter most. The City of Scranton's Commercial Recycling page says "all businesses, institutions, and commercial establishments must recycle at a minimum" cardboard, office paper, aluminium cans and leaf waste and report weights each year, under City Ordinance #45 of 2016 and the state's Act 101, and City Code § 400-33 requires private haulers in the City to offer recycling. Old Forge tells commercial establishments to use their own private hauler and report its name to the Borough each year (§ 290-9), and requires a Borough licence for anyone who collects or hauls refuse through its streets (§ 290-4C). Archbald's page says businesses are excluded from the Borough's waste contract, and Blakely lets businesses with their own private hauler keep it (Ord. 5 of 2025 § 3). Four boroughs have rules that come first. Archbald's code gives the hauler the Borough designates the exclusive right to collect and haul refuse (§ 408-13), although the Borough's own page says businesses hire their own hauler, and every temporary dumpster there needs a Borough permit, even on private property (§ 325-3L). Jermyn's refuse ordinance gives its designated collector the same exclusive right (Ord. 08-2024 § 5), and since 2026 every temporary dumpster there needs a Borough permit too, even on private property (Ord. 12 of 2026 § 3(R)). Dalton's code says only the Borough or its designated subcontractor may transport solid waste through its streets (§ 290-7). Dickson City reserves household refuse to the Borough (Ord. 9-2011 § 9), though its definition of refuse leaves out construction and demolition debris, so a household clean-out is the grey area. In all four we check the Borough's rules before booking. We tell you where your job stands before the truck leaves the yard.
Answers
Commercial Dumpster Rental — your questions answered
Not covered here? Call (570) 354-0618 and ask.
Do you offer ongoing service for my business?
Yes - daily, weekly and ongoing rental options, and scheduled commercial dumpster programs for recurring waste removal. Contractors get flexible scheduling and flexible billing options.
Can you deliver outside business hours?
The phone is answered 24 hours a day, 7 days a week, and delivery and pickup windows are set on the call; we do not promise night or Sunday drop-offs. Moosic bars emptying dumpsters between 11 p.m. and 7 a.m. (Code § 137-5), and Scranton's zoning noise rule sets a lower limit at night and on Sundays and legal holidays. Tell us about loading hours and access limits when you book.
Can you handle multiple sites?
Yes. Multiple dumpsters can be reserved and scheduled together, with swap-outs and rotations for long-term or multi-phase projects.
How do I pay?
We accept major credit and debit cards, and payment is processed when your booking is confirmed to secure your delivery date. Contractors and ongoing projects can ask about flexible billing options. Where an independent provider handles the rental, payment is handled directly with that provider - we tell you on the call.
Are you licensed and insured?
Yes - licensed and insured. Ask when you book if your property manager, landlord or general contractor needs proof of insurance.
Do the rules differ by town?
They do. Scranton requires a City hauler licence with a sticker on each truck (City Code § 400-16) and a City permit for a roll-off on a street (§ 400-17). Archbald, Jermyn and Dalton give the Borough or its designee exclusive hauling rights on paper, and Dickson City reserves household refuse to the Borough, so in those four we check the Borough's rules before booking. Old Forge requires a Borough licence to haul refuse through its streets (§ 290-4C). Each town page says what that place asks for.
