Clarks Summit is approx. 5 road miles north-northwest of the yard, around 10 minutes. Same-day or next-day when availability allows; call early in the day for the best chance of same-day. Clarks Summit is a borough of 5,107 at the 2020 Census.
Clarks Summit's Waste Ordinance (Ord. 2015-02) has the Borough-authorized collector handle municipal waste in the Borough, with property owners free to take away their own (§ 102.B.1) — and the local definition of municipal waste leaves out construction and demolition waste (§ 101). For the street, § 104 needs a Borough permit before a dumpster goes in a street or right-of-way, good for two weeks and renewable by the Code Enforcement Officer for up to four more, six weeks in all. Local knowledge
Getting our bearings in Clarks Summit
Knowing a town properly is the difference between covering it and showing up with the right box.
- Street permit — a dumpster in a street or right-of-way needs a Borough permit first (Ord. 2015-02 § 104A).
- Two weeks, six at most — renewable for up to four more weeks; then no new dumpster permit for that property for two months (§ 104B).
- Reflective tape and lumber — DOT-approved reflective tape on all sides, and 2-inch solid lumber under the container to protect the road (§ 104C, E).
- 12 feet of lane — only where parking is otherwise allowed, and no permit if the remaining lane would be under 12 feet clear (§ 104D).
- Construction debris isn't municipal waste — the local definition leaves it out, so the collector rule covers household waste (§§ 101, 102.B.1).
- Truck-restricted streets — trucks of 17,001 lb or more are barred from listed streets, local deliveries excepted (§ 15-304, Ord. 2021-01).
What comes out of Clarks Summit properties
Clarks Summit's contracted collector handles municipal waste, with one bulk item a week, and the Borough's own definition puts construction and demolition waste outside that. A remodel, a roof or a tear-out goes in a container. Small clean-outs, light renovations and yard debris fit a 10 (about 3 pickup loads); medium residential and commercial projects, renovations and yard work a 15 (4 to 5 loads); roofing, remodeling and larger home projects a 20 (about 6); large clean-outs, bulky waste and commercial jobs a 30 (about 9); and major construction and demolition a 40 (about 12). Concrete, dirt and other heavy materials go only in the smaller containers, a 10 or a 15, because of weight restrictions. Most rentals come with a standard rental period of up to 7 days. Need longer? Call (570) 354-0618 and we can extend it for a small additional fee. Finished early? Just call and we'll schedule a prompt pickup.
What goes in: wood, drywall, tile and flooring; furniture and general household junk; yard debris and branches; roofing shingles; and small appliances. What doesn't: paint, solvents or oils; tires; batteries; hazardous chemicals; gas cylinders or propane tanks; medical waste; asbestos; and appliances containing refrigerants — that's our own list. Pennsylvania law adds electronics: under the Covered Device Recycling Act, DEP says “no person may dispose of a covered device or any of its components with their municipal waste” — desktop and laptop computers, computer monitors, computer peripherals and televisions. If you're unsure about an item, call us before loading it. Our what can and can't go in a dumpster in Pennsylvania guide covers the rest. Oil-based paint, automotive fluids, batteries and propane tanks have a public route: Lackawanna County's household hazardous waste event, for county residents only, with pre-registration required — the 2026 event is Saturday, October 31, at The Pavilion at Montage Mountain, 1000 Montage Mountain Rd. The County's Environmental Sustainability office is 570-963-2017.

Permits, placement and who may haul in Clarks Summit
In the street — Borough permit: Clarks Summit's Waste Ordinance (Ord. 2015-02) makes it unlawful to have a dumpster placed in a Borough street or right-of-way without a Borough permit, at a cost set by Borough resolution (§ 104A). A permit runs two weeks and the Code Enforcement Officer may renew it for up to four more, six weeks in all; then the dumpster comes out, and no new dumpster permit is issued for that property for two months (§ 104B). In the street, the dumpster carries DOT-approved reflective tape on all sides, plus Type A flashing yellow barricade lights on an arterial or collector highway or where the spot calls for it (§ 104C); it goes only where parking is otherwise allowed, and if the remaining lane would be narrower than 12 feet clear, no permit is issued (§ 104D); and it sits on 2-inch solid lumber, with the permit holder liable for any road damage (§ 104E). It shows the company's name or logo and phone number, with the permit posted on it (§ 104H), takes no food garbage, and stays covered when not in use and never overflowing (§ 104G). Penalties start with a written notice, then fines of $25 to $300 plus costs (§ 105). The ordinance is a scan, so it's paraphrased. Driveway first; for a street spot we check the permit with the Borough before booking. The Borough office is at 304 S State Street, 570-586-9316.
Who may haul: Ord. 2015-02 has all municipal waste in the Borough collected, conveyed and disposed of by the Borough-authorized collector, except that property owners may take away their own (§ 102.B.1); other wastes follow DEP's rules (§ 102.B.2). The local definition of municipal waste doesn't include construction and demolition waste (§ 101). Statewide, DEP says Act 90 of 2002 “requires all waste transportation vehicles (trucks, truck tractors, or combinations with a registered gross vehicle weight greater than 17,000 lbs., and trailers with a registered gross vehicle weight greater than 10,000 lbs.) transporting municipal or residual waste to waste processing or disposal facilities in Pennsylvania to have a valid Waste Transporter Authorization”, and no processing or disposal facility may accept waste from a vehicle without a current authorization sticker (27 Pa.C.S. § 6206(a)). We're licensed & insured.
Trucks and winter parking: Ord. 2021-01 bars trucks of 17,001 lb or more from a list of Borough streets, among them Depot St, Grandview St, Knapp Rd and Sleepy Hollow Rd (some only in part), except to deliver to or pick up from premises on them (§ 15-304). The 2000 traffic ordinance bars parking on Borough roadways from 11 p.m. to 7 a.m., 1 November to 1 April (§ 406.1); with § 104's rule that street dumpsters go only where parking is allowed, a winter street spot needs the Borough's say-so. You don't need to be home as long as we have clear instructions on where to place the dumpster and the drop-off area is accessible and free of vehicles or obstacles. Allow about 60 feet of clear space for the truck and about 25 feet of overhead clearance from trees and power lines. Our dumpsters are about 7.5 feet wide — about 14 feet long for a 10-yard, 16 feet for a 15-yard and 22 feet for a 20-yard and up. We take precautions to protect your property during delivery and pickup, and for added protection you can put plywood or boards under the dumpster's wheels.
State highways: Pennsylvania's State Highway Law says “No person, municipality or municipality authority shall open a driveway onto a State highway or open the surface of or occupy a State highway without a permit” (§ 420(b)(2)), and PennDOT handles those as highway occupancy permits. So a container never goes in the right-of-way of I-81, I-476, US-6, US-11, PA-307, PA-347 or any other state route — beside one, it goes on private property.
Covered loads: Pennsylvania law says “Every load of loose, nonbaled garbage, waste, refuse or rubbish being transported through or within this Commonwealth shall be transported in a vehicle with four solid sides and with a cover or top of a type to prevent any of the load from escaping. The cover or top shall remain tightly in place going to a disposal site. The load shall be no higher than the solid sides of the vehicle.” (75 Pa.C.S. § 4903(c.1)). Keep debris below the top rim — overfilled dumpsters can't be safely transported.
Remodel or tear-down: Pennsylvania's DEP enforces the federal asbestos NESHAP rules, and where a project is subject to them, “a minimum ten-working-day notification of the project is required to be made to DEP.” DEP adds that it “does not regulate the removal of ACM from private residences unless the residence is an apartment with five or more units.” Check with DEP before a demolition or a big renovation starts. Asbestos never goes in our containers — tell us if an inspection finds any.

How it works
Booking a dumpster in Clarks Summit
Booking a container here takes one phone call and about five minutes.
Step 1: Call and tell us the job
One short conversation. We ask the address and the place - the rules follow the city or borough the property is in - what you are clearing, whether a cleanout, a renovation, a roof, a yard or a job site, what is going in, roughly how much there is, and how much room the driveway or lot gives us.
Step 2: We size it and quote it flat
We recommend the right size, so you do not pay for space you will not use or need another haul, and you get one clear flat-rate price that covers delivery, pickup, disposal within the weight limit and the standard rental period of up to 7 days. If it is concrete, shingles or dirt, we say up front that weight decides the size. If the place needs a permit or has its own rules first, we check them before booking.
Step 3: Delivered where you want it
The driver sets the dumpster on the driveway, lot or job site where you asked, on flat, solid ground rather than the lawn. Often same-day or next-day, when available. You do not need to be home if the spot is marked and clear of vehicles and obstacles.
Step 4: Load it at your pace
Keep debris below the top rim and keep the problem items out - paint, solvents and oils, fuel, hazardous chemicals, tires, batteries, propane tanks, medical waste, asbestos and appliances containing refrigerants. Need more time or a swap mid-job? One call.
Step 5: We pick it up and handle the disposal
Call or text when it is full or the job is done and we promptly schedule the pickup. Loads go to local disposal and recycling facilities in the Scranton area, and metal, concrete and yard waste are recycled whenever possible.

Do I need a permit for a dumpster in Clarks Summit?
In the street, yes. Ord. 2015-02 § 104 requires a Borough permit before a dumpster goes in a street or right-of-way, for two weeks at a time and six weeks at most. We place on the driveway first. Call (570) 354-0618 with the address and the job.
How long can a dumpster stay in a Clarks Summit street?
Two weeks per permit, renewable by the Code Enforcement Officer for up to four more weeks, six in all. After that the dumpster comes out, and no new dumpster permit is issued for that property for two months (§ 104B).
Can a dumpster go in a Clarks Summit street in winter?
Street dumpsters go only where parking is otherwise allowed (§ 104D), and the Borough's 2000 traffic ordinance bars overnight parking from 11 p.m. to 7 a.m., 1 November to 1 April. For a winter street spot we check with the Borough first.
