Roll-off dumpster rental in Scranton

Our yard is at 1777 N Keyser Ave in North Scranton — inside the City of Scranton, Lackawanna County, by the US Census geocoder. Central Scranton is approx. 3 road miles south, around 6 minutes.

Scranton is our main market and our home: the yard at 1777 N Keyser Ave is in North Scranton, and the US Census geocoder puts it inside City limits, in Lackawanna County, about 0.18 miles in a straight line from US-11 and PA-307 and 0.87 miles from I-81. Central Scranton is approx. 3 road miles south, around 6 minutes. We're locally owned and operated in Scranton. Same-day or next-day when availability allows; call early in the day for the best chance of same-day.

Scranton is a city of 76,328 at the 2020 Census, the biggest in Lackawanna County (215,896). The City collects household refuse itself (§ 400-11A), while businesses and buildings of six or more units hire a private licensed hauler (§ 400-11B). For roll-offs, the City Code licenses every hauler that collects waste inside City limits, with a City sticker on each truck (§ 400-16), and needs a City permit for any roll-off placed on a street or highway (§ 400-17). So it's driveway first — and for a street spot, we check the City's rules with you before booking.

Local knowledge

Getting our bearings in Scranton

Knowing a town properly is the difference between covering it and showing up with the right box.

  • The yard is in the City — 1777 N Keyser Ave, North Scranton, inside City limits by the Census geocoder; about 0.87 miles in a straight line from I-81.
  • Haulers are licensed — every hauler collecting municipal or residual waste in City limits needs a City licence, renewed each year, with a City sticker in plain sight on each listed truck (§ 400-16).
  • Roll-offs travel covered — open vehicles and roll-off containers hauling waste stay tightly tarped or covered the whole trip (§ 400-16F).
  • Street spots need a permit — any roll-off on a City street or highway needs a City permit, a flashing light and proper reflectors (§ 400-17).
  • One day in the street — a permitted roll-off may stay in a street right-of-way for one day, unless the permit holder hires an off-duty police officer for traffic (§ 400-17E).
  • No City drop-off for debris — we found no permanent City drop-off for construction or bulk waste; the City runs periodic electronics recycling events.

What comes out of Scranton properties

Scranton's curbside service is built for household garbage. The DPW's own FAQ says crews pick up household garbage first and larger items only if there's room in the truck, and they don't take items with metal in them; brush, leaves and yard waste go to the curb at designated collection times (§ 400-29). We found no permanent City drop-off for construction or bulk waste. A remodel, a roof or a whole-house clean-out is container work. Small clean-outs, light renovations and yard debris fit a 10 (about 3 pickup loads); medium residential and commercial projects, renovations and yard work a 15 (4 to 5 loads); roofing, remodeling and larger home projects a 20 (about 6); large clean-outs, bulky waste and commercial jobs a 30 (about 9); and major construction and demolition a 40 (about 12). Concrete, dirt and other heavy materials go only in the smaller containers, a 10 or a 15, because of weight restrictions. Most rentals come with a standard rental period of up to 7 days. Need longer? Call (570) 354-0618 and we can extend it for a small additional fee. Finished early? Just call and we'll schedule a prompt pickup.

What goes in: wood, drywall, tile and flooring; furniture and general household junk; yard debris and branches; roofing shingles; and small appliances. What doesn't: paint, solvents or oils; tires; batteries; hazardous chemicals; gas cylinders or propane tanks; medical waste; asbestos; and appliances containing refrigerants — that's our own list. Pennsylvania law adds electronics: under the Covered Device Recycling Act, DEP says “no person may dispose of a covered device or any of its components with their municipal waste” — desktop and laptop computers, computer monitors, computer peripherals and televisions. If you're unsure about an item, call us before loading it. Our what can and can't go in a dumpster in Pennsylvania guide covers the rest. City businesses must recycle cardboard, office paper, aluminum cans and leaf waste and report weights each year, under Ordinance 45 of 2016 and Act 101, and recyclables may not be mixed with trash (§ 400-34). The City also runs periodic electronics recycling events for residents. Oil-based paint, automotive fluids, batteries and propane tanks have a public route: Lackawanna County's household hazardous waste event, for county residents only, with pre-registration required — the 2026 event is Saturday, October 31, at The Pavilion at Montage Mountain, 1000 Montage Mountain Rd. The County's Environmental Sustainability office is 570-963-2017.

Permits, placement and who may haul in Scranton

Who may haul: Scranton's Chapter 400 says any hauler collecting municipal or residual waste — residential, industrial or commercial — inside City limits needs a licence for it, issued by the Department of Permits, Licensing and Inspections and renewed every year; the application lists every truck the hauler will use in the City, and each one shows a City licence sticker in plain sight (§ 400-16A to C). A licence can be revoked for breaking the City's waste rules (§ 400-16D), and violations of the article carry a civil fine of up to $600 each, every day a separate violation (§ 400-17.1). The City's Bureau of Code Enforcement handles permits and licences: 570.348.4193. We read the City Code through its online code host, so it's paraphrased here. Statewide, DEP says Act 90 of 2002 “requires all waste transportation vehicles (trucks, truck tractors, or combinations with a registered gross vehicle weight greater than 17,000 lbs., and trailers with a registered gross vehicle weight greater than 10,000 lbs.) transporting municipal or residual waste to waste processing or disposal facilities in Pennsylvania to have a valid Waste Transporter Authorization”, and no processing or disposal facility may accept waste from a vehicle without a current authorization sticker (27 Pa.C.S. § 6206(a)). We're licensed & insured.

In the street: any roll-off container or portable box placed on a City street or highway needs a permit from the Department of Permits, Licensing and Inspections (§ 400-17A). The application gives the applicant's name and address, the exact spot, the purpose and how long the container stays, and the applicant agrees to indemnify the City (§ 400-17B). In the street, the container carries a flashing light and proper reflectors to warn traffic (§ 400-17D), and it may stay in the right-of-way for one day only, unless the permit holder hires an off-duty police officer to keep traffic moving safely (§ 400-17E). The code also bars leaving boxes, cases or barrels on streets, sidewalks or highways (§ 412-3). Driveway first; for a street spot, we check the City's rules with you before booking, and our team can guide you through the permit process. More in our Scranton dumpster permit guide. You don't need to be home as long as we have clear instructions on where to place the dumpster and the drop-off area is accessible and free of vehicles or obstacles. Allow about 60 feet of clear space for the truck and about 25 feet of overhead clearance from trees and power lines. Our dumpsters are about 7.5 feet wide — about 14 feet long for a 10-yard, 16 feet for a 15-yard and 22 feet for a 20-yard and up. We take precautions to protect your property during delivery and pickup, and for added protection you can put plywood or boards under the dumpster's wheels.

Covered loads: in the City, all open vehicles, containers carried in open vehicles and roll-off containers hauling municipal or residual waste or recyclables stay tightly tarped or covered the whole way (§ 400-16F). Pennsylvania law says “Every load of loose, nonbaled garbage, waste, refuse or rubbish being transported through or within this Commonwealth shall be transported in a vehicle with four solid sides and with a cover or top of a type to prevent any of the load from escaping. The cover or top shall remain tightly in place going to a disposal site. The load shall be no higher than the solid sides of the vehicle.” (75 Pa.C.S. § 4903(c.1)). Keep debris below the top rim — overfilled dumpsters can't be safely transported.

Hours and noise: after a complaint about dumpster pickup at around 11:30 p.m. on a Sunday, the City's Code Enforcement pointed to the noise limits in the Zoning Ordinance (Section 5.9.A.1), which set a lower sound limit for residential areas from 10 p.m. to 7 a.m. (City Council responses, 15 September 2026). The phone is answered 24/7, but we don't promise night drop-offs.

State highways: US-11, PA-307, US-6 Business, I-81 and I-476 all run within about a mile of the yard in a straight line. Pennsylvania's State Highway Law says “No person, municipality or municipality authority shall open a driveway onto a State highway or open the surface of or occupy a State highway without a permit” (§ 420(b)(2)), and PennDOT handles those as highway occupancy permits. So a container never goes in the right-of-way of I-81, I-476, US-6, US-11, PA-307, PA-347 or any other state route — beside one, it goes on private property.

Remodel or tear-down: Pennsylvania's DEP enforces the federal asbestos NESHAP rules, and where a project is subject to them, “a minimum ten-working-day notification of the project is required to be made to DEP.” DEP adds that it “does not regulate the removal of ACM from private residences unless the residence is an apartment with five or more units.” Check with DEP before a demolition or a big renovation starts. Asbestos never goes in our containers — tell us if an inspection finds any.

How it works

Booking a dumpster in Scranton

Booking a container here takes one phone call and about five minutes.

  1. Step 1: Call and tell us the job

One short conversation. We ask the address and the place - the rules follow the city or borough the property is in - what you are clearing, whether a cleanout, a renovation, a roof, a yard or a job site, what is going in, roughly how much there is, and how much room the driveway or lot gives us.

  2. Step 2: We size it and quote it flat

We recommend the right size, so you do not pay for space you will not use or need another haul, and you get one clear flat-rate price that covers delivery, pickup, disposal within the weight limit and the standard rental period of up to 7 days. If it is concrete, shingles or dirt, we say up front that weight decides the size. If the place needs a permit or has its own rules first, we check them before booking.

  3. Step 3: Delivered where you want it

The driver sets the dumpster on the driveway, lot or job site where you asked, on flat, solid ground rather than the lawn. Often same-day or next-day, when available. You do not need to be home if the spot is marked and clear of vehicles and obstacles.

  4. Step 4: Load it at your pace

Keep debris below the top rim and keep the problem items out - paint, solvents and oils, fuel, hazardous chemicals, tires, batteries, propane tanks, medical waste, asbestos and appliances containing refrigerants. Need more time or a swap mid-job? One call.

  5. Step 5: We pick it up and handle the disposal

Call or text when it is full or the job is done and we promptly schedule the pickup. Loads go to local disposal and recycling facilities in the Scranton area, and metal, concrete and yard waste are recycled whenever possible.

Dumpster rental in Scranton — common questions

Not covered here? Call (570) 354-0618 and ask.

Do you deliver dumpsters in Scranton?

Yes. Scranton is our main market, and the yard is in North Scranton at 1777 N Keyser Ave. We place on the driveway first; for a street spot, we check the City's rules with you before booking. Call (570) 354-0618 with the address and the job.

Do I need a permit for a dumpster in Scranton?

On a City street, yes. City Code § 400-17 requires a permit from the Department of Permits, Licensing and Inspections for any roll-off placed on a street or highway, with a flashing light and reflectors, and it can stay one day unless an off-duty police officer is hired. On your driveway the container stays off the street. For a street spot, we check the City's rules with you before booking.

How fast can you deliver in Scranton?

Same-day or next-day when availability allows. Central Scranton is approx. 3 road miles from the yard, around 6 minutes. Call early in the day for the best chance of same-day; the phone is answered 24/7.

How much does a dumpster cost in Scranton?

Dumpster rentals typically run $350 to $750, depending on the dumpster size, the type of debris, the delivery location and the rental duration. Our pricing is flat rate — delivery, pickup and disposal included, with no hidden fees. Call (570) 354-0618 for a quote.

Will the City take my remodel debris?

Not that we found. Scranton's curbside service is built for household garbage, and we found no permanent City drop-off for construction or bulk waste. A remodel, a roof or a big clean-out goes in a container.

Is Steamtown Dumpster Rental part of the City of Scranton?

No. Steamtown is Scranton's nickname, from its rail heritage. We're a private, locally owned roll-off company with a yard on N Keyser Ave, with no connection to the City of Scranton or the Steamtown National Historic Site.
